The 11th Annual Oil and Gas Convention hosted by Uganda concluded today with a resounding message of readiness for Uganda’s First Oil, marking a critical juncture in the country's petroleum development. Hon. Dr. Can. Ruth Nankabirwa, Minister of Energy and Mineral Development, delivered the closing remarks on behalf of the Guest of Honor, H.E. President Yoweri Kaguta Museveni, underscoring Uganda’s transformative journey toward becoming an oil-producing nation.
During her speech, Hon. Nankabirwa highlighted significant strides in key projects, including the Tilenga and Kingfisher oil fields and the East African Crude Oil Pipeline (EACOP). "We are on the threshold of First Oil," she stated, reflecting on the ongoing advancements and government commitments to ensuring sustainable and inclusive development in the sector.
The closing remarks focused on Uganda’s broader economic strategy, with petroleum development positioned as a cornerstone of industrialization, job creation, and economic diversification. Hon. Nankabirwa also emphasized the importance of responsible environmental practices and human rights, acknowledging the role of the private sector in driving innovation and long-term participation.
A standout moment of the closing was the emphasis on the National Petroleum Policy 2025, which was launched during day one of the convention. This policy aligns the country’s oil and gas sector with global energy transitions, focusing on value addition, local content, and regional integration. The Minister also stressed that Uganda must remain committed to efficient regulation, strong institutions, and a predictable investment climate as the country advances in its petroleum journey.
MEMD took the center stage in facilitating Uganda’s path toward becoming a leading oil producer during the opening of the 11th Oil and Gas two-days Convention that started yesterday, 28th April 2026, at Speke Resort Munyonyo, with Hon. Dr. Ruth Nankabirwa delivering the keynote speech, highlighting the country’s significant strides in its oil and gas sector. She emphasized Uganda’s readiness for First Oil, noting the progress on key projects such as Tilenga, Kingfisher, and the East African Crude Oil Pipeline (EACOP).
The opening session was officiated by Rt. Hon. Thomas Tayebwa, Deputy Speaker of the Parliament of Uganda, who underscored the importance of sustainable development and efficient governance in the sector. Tayebwa praised the government’s efforts to foster a responsible and economically transformative petroleum industry.
At the event, MEMD officially launched the 3rd Petroleum Exploration Licensing Round, offering new blocks in the Albertine Graben and northern basins. Mr. Frank Mugisha – C/PEPD emeritus, on behalf of the PS-MEMD, presented the strategic road map, underscoring the significant potential for attracting fresh investment into the sector.
The licensing initiative is expected to further unlock Uganda's petroleum reserves, solidifying its position as a key player in the global oil and gas industry.
With the foundations firmly in place, MEMD continues to play a central role in Uganda's oil and gas sector through provision of policy guidance, strategic management, and regulatory oversight to ensure the sustainable exploitation of petroleum resources.
Organized by Uganda Chamber of Energy and Minerals, MEMD, and UNOC, the convention themed: “First Oil: Fulfil the Promise, Forging the Future” attracted distinguished guests and representatives from various African Countries, key stakeholders, including government officials, industry leaders, and international investors. The event underscored Uganda’s determination to transform its petroleum sector into a national economic engine.
