UGANDA NATIONAL MINING COMPANY RECRUITMENT

The Uganda National Mining Company (UNMC) was established under the Mining and Minerals Act, 2022, (Act No. 25 of 2022) and incorporated under the Companies Act 2012, (Act No.1 of 2012). It is a limited liability company wholly owned by the Government of Uganda.

The overall function of UNMC is to manage the commercial holding and participating interests of the State in the mining and mineral industry to ensure that the country obtains optimal value from its mineral resources.

The functions of the Uganda National Mining Company include;

  1. To manage the State’s strategic commercial interests in the mining and mineral activities
  2. To participate in accordance with the terms of mineral agreements, in joint ventures in which it holds an interest on behalf of the State.
  3. To undertake new mining ventures locally and internationally.
  4. To manage State equity participation in the mining sector.
  5. To develop and operate infrastructure across the mineral value chain to ensure the country obtains optimal value from the mineral resources for the benefit of all Ugandans.

UNMC now seeks to recruit the Executive Management Team that will play a key role of ensuring that the Company achieves its vision of a sustainable and profitable world class mining and minerals Company creating value for its shareholders. The positions include;

                                                            CHIEF FINANCE AND ADMINISTRATION OFFICER

                                                            CHIEF ENGINEERING OFFICER

 

JOB PURPOSE: To provide overall strategic and business leadership and direction of the company policy formulation and development; oversee technical, managerial, financial and business operations of the company ensuring consistency and harmony with the overall strategic and policy direction of the Company. He/she is the Accounting Officer of the Company.

The Chief Executive Officer is an ex-officio member of the Board of Directors.

Key Result Areas;

  1. To provide oversight of all UNMC’s activities, manage the day to day operations and ensure smooth functioning and efficiency of the Company
  2. To implement the policies and programmes of the Company 
  3. To propose to the Board, and implement the strategic plans for the Company
  4. To manage effectively the business aspects of State participation to maximize value to stakeholders
  5. To develop and execute the Company’s budgets and report regularly on its performance
  6. To mobilize and generate resources on behalf of the Company and ensure its financial sustainability
  7. To develop an operational plan to guide the Company in achieving its objectives
  8. To properly manage the funds and property of the Company
  9. To recruit, motivate, train and retain competent staff of the Company
  10. To develop an economic, efficient and cost-effective internal management structure
  11. To propose and implement the business plan and annual plan of the Company
  12. To ensure that the policies of the Company are implemented and that the agreed objectives, targets and service standards are met
  13. To enhance and promote the Company’s corporate culture, values and image
  14. To engage stakeholders to ensure effective delivery of the Company’s vision;
  15. To perform any other duty as may be assigned by the Board of Directors.

Qualifications and attributes;

  1. Honor’s Degree in either Engineering (Mechanical/Civil/Electrical/Mining), Physical Sciences, Natural Resource Management, Geo-science, Mineral Processing, Chemistry, Mathematics, Statistics, Economics, Business Administration or Commerce from a recognized university/institution
  2. Master’s Degree in either Business Administration, Law, Economics, Finance, Commerce or other relevant degree from a reputable university/institution
  3. Post graduate training in investment appraisal, mineral resource development and trading is an added advantage
  4. At least fifteen (15) years relevant professional or management experience in a natural resource public or private institution, ten (10) of which should have been at senior policy or management level
  1. Membership of any professional body
  2. Commercially astute, possess sound negotiations and leadership skills and have ability to raise capital for the Company
  3. Stakeholder management and institutional building skills will be vital
  4. Excellent communication and personnel management skills.

Job purpose:

The Chief Exploration and Extractions Officer shall be accountable for offering strategic and technical leadership to all the exploration and extractions functions of the Company.

KEY RESPONSIBILITIES 

  1. Develop and implement the company's exploration strategy, aligning it with overall business objectives, market trends and sustainability standards 
  2. Provide expert technical leadership and guidance to technical teams engaged in exploration and extraction activities 
  3. Monitor and supervise the exploration, geological resource assessment, mineral processing, mining and geo-technical engineering and sustainability activities to ensure that all company objectives are met 
  4. Monitor and supervise the preparation and evaluation of mineral exploration and extraction programs
  5. Coordinate the planning, preparation and evaluation of exploration, geological resource assessment, mineral processing, mining and geo-technical engineering work programs and other technical proposals and reports.
  6. Coordinate the review of technical reports from exploration and extraction, Joint Operating Agreements and Joint Venture Partnerships 
  7. Develop detailed project plans, timelines and budgets for exploration, resource assessment, mineral processing, mining and Geo-technical engineering and sustainability projects
  8. Ensure adequate and efficient data acquisition quality control, storage and analysis that relate to the exploration and extraction projects  
  9. Identify and evaluate technical, regulatory and economic risks associated with exploration, resource assessment, mineral processing, mining, seismicity, geo-technical engineering and sustainability projects 
  10. Develop risk mitigation strategies and ensure compliance with industry standards and regulations
  11. Ensure compliance with industry regulations, safety standards, and environmental considerations for all exploration, resource assessment, mineral processing, mining and geo-technical engineering and sustainability projects
  12. Any other duties as may be assigned by the Chief Executive Officer.

Qualifications and attributes;

  1. Honor’s Degree in Mining, Geo-sciences, Exploration Geophysics, Metallurgy or any other relevant degree, from a recognized university
  2. Master’s Degree in Mining, Geo-sciences, Exploration Geophysics, Metallurgy, or any other relevant master’s degree from a recognized University
  3. At least twelve (12) years relevant professional or management experience in a natural resource public or private institution, ten (10) of which should have been at senior or management level
  4. Registered member of a Recognized Professional Geo-sciences body or the Engineers Registration Board (where applicable, in both cases)
  5. Proven leadership and project management, excellent communication, interpersonal skills and business focused team working
  6. Proven background knowledge in geological mapping, formation, data evaluation, data interpretation, prospect generation and successful mineral exploration and extraction.

Job purpose: 

The Chief Legal and Corporate Affairs Officer will be responsible for the legal and corporate affairs of the Company. He/she will be the Company Secretary to the Company.

 

Key Responsibilities: 

  1. Manage all legal and policy advice and strategies to the Company and Board of Directors.
  2. Oversee all legal, regulatory and compliance requirements of the Company including licensing and other statutory requirements
  3. Advise senior management and the Board of Directors on corporate governance and compliance with statutory and regulatory requirements.
  4. Develop and review legal strategy in response to litigation, arbitration, complaints, or any dispute resolution including representing the Company in legal proceedings 
  5. To review tender documents and contracts proposals and provide legal advice in negotiations of the same documents including internal review of tender, bids, proposals and recommendations.
  6. To act as custodian of the seal of the Company
  7. To support the Chief Executive Officer on all legal matters of the Company
  8. To prepare Minutes, Agenda, Notices, and subsequent correspondence in connection with meetings of the Management Committees and Board of Directors.
  9. To undertake reviews, draft, negotiate and provide advice on contractual terms and conditions of various agreements to ensure protection of the interests of the Company
  10. Develop and implement efficient and effective communication, stakeholder management, media, and corporate affairs strategies in alignment with the Company’s strategic objectives and business plans.
  11. Perform any other duties as may be assigned by the Chief Executive Officer.

 

Qualifications and attribute;

  1. Honor’s Degree in Laws
  2. A Master’s Degree in either Laws, Mining Law, Natural Resources Law, Environment, Energy, Management, or a related field
  3. A Postgraduate Diploma in Legal practice, enrolled Advocate with a valid certificate and appears before the High Court
  4. At least twelve (12) years relevant professional or management experience in a natural resource public or private institution, ten (10) of which should have been at senior or management level.
  5. Must be a qualified Company Secretary
  6. Knowledge of mining and mineral laws, regulations and practices of Uganda and internationally will be an added advantage
  7. Experience with liaising with regulator and auditors on compliance issues.

Job Purpose

To develop, lead and manage all commercial and investment activities of the Company

Key Responsibilities

  1. Establish processes and procedures for identifying, approving and launching profitable and viable projects and investments
  2. Account for business development, project management and identifying trading opportunities across the Company
  3. Design benchmarks for commercial and investment excellence and a basis for commercial and investment analysis of its Joint Venture partnerships
  4. Lead the teams on development of models to forecast viable operational and commercial projects, incorporating key commercial sensitivities in the local and global market
  5. Oversee the negotiation and implementation of minerals commercial contracts and agreements, and propose any changes based on emerging opportunities, risks and other factors of a commercial nature
  6. Suggest financial market products, options and derivatives for value creation and risk mitigation
  7. Establish partnerships and linkages with regional mineral operators to leverage viable options for jointly implemented projects/programs and effective business relationships and networks.
  8. Develop and implement reporting, monitoring and evaluation frameworks and put in place systems for filtering decision-making information of a commercial nature from the mineral value chain
  9. Provide advice and support to the Chief Executive Officer on all commercial investment matters across the mineral value chain
  10. Perform any other duties as may be assigned by the Chief Executive Officer.

Qualifications and attributes;

  1. Honors Degree in either Economics or Finance or Business Administration or Statistics or Commerce, or any other relevant degree from a recognized university
  2. Master’s Degree in either Economics or Finance or Business Administration or Statistics or Commerce, or any other related field.
  3. At least twelve (12) years relevant professional or management experience in a natural resource public or private institution, ten (10) of which should have been at senior or management level.
  4. Track record of commercial analysis and execution of commercially sound contracts.
  5. Sound and proven skills in negotiating and managing commercial contracts, and stakeholder management
  6. Be commercially astute, possess sound negotiations and leadership skills and have ability to raise and mobilize financing for investment projects

Job purpose

Provide the necessary operating systems and operational controls, administrative and reporting procedures, and people systems to grow the Company and ensure financial and administrative strength and operating efficiency. 

Key Responsibilities:

  1. Oversee all aspects of the Company’s financial management, policies, and strategy, including accounting, financial controls, cash and risk management
  2. Manage critical operations of the Company, ensuring adequate administrative support to achieve agreed goals and regulatory requirements
  3. Build, manage, and motivate finance and operations systems including, finance, accounting, and administrative systems
  4. Develop and implement annual and multi-year plans, policies, strategies, and budgets to achieve the Company’s agreed objectives
  5. Oversee all aspects of the Company financial, human resource and administrative support to ensure the smooth functioning of the Company as an entity
  6. Ensure establishment of, and compliance with internal policies and procedures related to banking, administration, segregation of duties, internal controls, security of financial data, information systems, etc.
  7. Review the Company’s financial position and issue periodic reports on its financial stability, liquidity, and growth to the Board, Management and staff
  8. Ensure compliance with legal and statutory requirements
  9. To manage all company registries and supervise proper maintenance of record and information
  10. Oversee the annual audits and financial reporting requirements as required.
  11. Perform any other duties as may be assigned by the Chief Executive Officer.

 

Qualifications and attributes;

  1. Honors Degree in either Business Administration, Commerce, Economics, Quantitative Economics, Finance, Statistics or Mathematics from a recognized university/institution.
  2. Master’s Degree in either Business Administration, Accounting, Finance, or related field.
  3. A professional qualification CPA or ACCA is a must
  4. At least twelve (12) years relevant professional or management experience in a natural resource public or private institution, ten (10) of which should have been at senior or management level.
  5. Experience coordinating budgeting processes, managing budgets, monitoring and supervision of administrative processes.
  6. Be commercially astute, possess sound negotiations and leadership skills and have ability to raise capital for the Company
  7. Experience in management, administration and human resource development

Job Purpose;

Responsible for overseeing all engineering activities and driving innovation within the Company.

Duties and Responsibilities

  1. Review and analyze all the engineering documents and drawings;
  2. Provide guidance during equipment procurement and coordinate, review and approve documents submitted by the suppliers.
  3. Provide technical support during planning, exploration, and extraction of minerals
  4. Ensure that the civil, mechanical and electrical engineering services are commensurate with professional standards, local codes, mineral standards and Company objectives.
  5. Create purchase specifications and bills of quantities as required for the project execution
  6. Develop and maintain relationships with relevant technical consultants and suppliers.
  7. Mentor engineers and develop technical knowledge of the teams.
  8. Undertake the supervision and inspection of the implementation of projects, schedule, quality, and cost.
  9. Ensure that the engineering activities follow Health Safety and Environmental standards.
  10. Perform any other duties as may be assigned by the Chief Executive Officer.

Qualifications and attributes;

  1. Honors Degree in either Civil Engineering, Mechanical Engineering, and Electrical Engineering, from a recognized institution.
  2. Master’s Degree in one of the following fields: Civil Engineering, Mechanical Engineering, and Electrical Engineering, from a recognized institution. 
  3. Must be registered member of the Engineers Registration Board (ERB) 
  4. At least twelve (12) years relevant professional or management experience in a natural resource public or private institution, ten (10) of which should have been at senior or management level.
  5. Be professionally astute, possess sound negotiations and leadership skills
