DAY THREE | ZAMBIA DELEGATION EXPLORES UGANDA’S ENERGY FINANCING EXPERIENCE

Day Three of the ASCENT–Zambia Benchmarking Exercise in Uganda is taking the conversation beyond infrastructure to one of the questions that determines whether energy projects can move from plans to reality: how do we finance access? The visiting Zambian technical delegation is engaging the Uganda Energy Credit Capitalisation Company (UECCC) to learn from Uganda’s experience in using innovative financing approaches to expand electricity access, including lessons from the Electricity Access Scale-Up Project (EASP). The session is chaired by Mr. Roy Nyamutale Baguma, Managing Director, UECCC.
A key focus of the engagement is Results-Based Financing (RBF) — examining how financing is designed, how funds are disbursed, how projects are implemented and how results are verified before payments are made. Beyond the technical framework, the delegation is also hearing directly from an RBF applicant through a success-story testimonial, bringing the discussion from policy and financing models to the practical experiences of those implementing energy projects on the ground.
The benchmarking journey will further connect the delegation with the Uganda Development Bank (UDB) to explore Uganda’s experience in development financing, including previous projects, credit lines for renewable energy and mechanisms for financing energy developers. Together, the engagements are highlighting an important lesson: expanding electricity access is not only about building the infrastructure — it is also about developing the right financing systems to make sustainable energy investments possible.
