Clean Cooking

Clean cooking is a national priority for MEMD, addressing the health, environmental and economic toll of relying on firewood and charcoal, which still meet the vast majority of household energy needs in Uganda. Under the third National Development Plan (NDP III) and the Energy Policy for Uganda 2023, the Ministry targets 50% clean cooking access by 2030, alongside sharply reducing dependence on biomass fuels.

To drive this transition, MEMD established a dedicated Clean Cooking Unit responsible for coordinating policy, market development, and stakeholder partnerships. The Ministry has partnered with the UK Government, the Global Green Growth Institute, and Modern Energy Cooking Services on a major electric cooking (eCooking) programme, which is building a supply chain of high-quality electric cooking appliances, training hundreds of technicians in appliance repair and maintenance, and developing national standards and labelling for cookstoves.

The programme also supports Uganda's National Domestic Biogas Programme, which promotes household biogas plants to reduce deforestation and indoor air pollution, alongside piloting institutional electric cooking in schools and public facilities across the country. Together, these interventions form part of Uganda's broader push to deliver universal access to clean cooking by 2040.
