Nuclear Energy Programme

Uganda is advancing a long-term nuclear power programme to help meet the country's growing electricity needs and diversify a generation mix currently dominated by hydropower. The Energy Policy for Uganda 2023 targets 24,000 MW of nuclear generation capacity as part of a wider plan to develop over 52,000 MW of total electricity by 2040.

The Nuclear Energy Unit, established under the Atomic Energy Act 2008, sits within MEMD and is responsible for preparing Uganda's nuclear power strategy, coordinating technical cooperation with the International Atomic Energy Agency (IAEA), and overseeing the country's Nuclear Power Roadmap. The independent Atomic Energy Council regulates the safe and secure use of nuclear technology, in line with international safety standards.

Following comprehensive site evaluations across the country, Buyende District was selected as the preferred location for Uganda's first nuclear power plant, chosen for its favourable geology and location outside seismically active zones. Uganda is targeting 2031 for the country's first nuclear power plant, alongside developing a Centre for Nuclear Science and Technology to build local research and training capacity in the sector.
